The National Program for Accountability, Transparency and Combating Corruption 2008-2012, is a special, mandatory program of the federal government. Its goal is to create a culture of accountability, combat corruption and promote adherence to the law, from the transformation of federal government’s own processes to the redefinition of the relationship between the state and society. To that end, the Ministry of Civil Service, through the Interministerial Commission for Transparency and Combating Corruption(CITCC) in the Federal Public Administration, coordinates and evaluates the activities within the offices of the Federal Public Administration and the Attorney General’s Office to ensure the achievement of the objectives of the National Development Plan 2007 – 2012.
This program has six strategic objectives for aligning these institutions with the National Development Plan 2007-2012:
1. Strengthen the state policy on information, transparency and accountability.
2. Strengthen oversight of public resources and improve internal controls in the Federal Public Administration in order to improve the effectiveness and performance of public institutions.
3. Help develop a culture of respect for the law, ethics and responsibility.
4. Establish mechanisms for citizen involvement and participation in fighting corruption and improving transparency and lawfulness.
5. Establish mechanisms to coordinate actions to combat corruption in the Federal Public Administration.
6. Fight corruption in the federal government institutions that are involved in the prevention, investigation and prosecution of crimes and the enforcement of criminal penalties.
